Rebel Legion Starfighter Command Detachment Charter




The Rebel Legion (RL) authorizes the formation of a Pilot Detachment to be named, The Rebel Legion Starfighter Command (RLSC). This Charter serves to define the guidelines for the operation of this Pilot costume group.

ARTICLE I  MISSION




 




The mission and purpose of this detachment is five-fold:




(1) To promote Pilot Costumes and their Standards throughout the Rebel Legion; and




(2) To maintain and advise the Legion Administrative Council on existing




and future Pilot Costume Standards, including, but not limited to, membership, categories, and RLSC Charter revisions; and




(3) To provide the Legion Administrative Council with qualified individuals for the approval of all future pilot costumes, and to provide a qualified pool of candidates to be available for events specifically requesting Pilots; and




(4) To promote the creation and continued existence of Base Squadrons; and




(5) To provide a network for the dissemination of information and resources pertaining to Pilot costuming.




All members of the RLSC are expected to be available as a resource to assist new Pilot costumers towards the completion of their costumes and to advise the RLSC on any changes needed to the standards of all costumes falling under the Detachment.




 




ARTICLE II MEMBERSHIP




 




The Detachment will include all Rebel Legion members with approved pilot costumes from the Original Trilogy, Prequel Trilogy, and the Expanded Universe. Examples of these costumes include but are not limited to the following: Flight Gear (actual Pilot costume), Dress Uniform, and Legion recognized Off-Duty/Alternate costumes. The standards for these costumes are found in the Costume Archive section of the Rebel Legion website.




Costumes that are NOT included in RLSC are those whose main costume falls into another recognized RL Costume Group. Examples include: Han Solo as pilot of the Millennium Falcon via the addition of a headset to the Han Smuggler costume, and Jedi fighter pilots via the addition of a headset to Jedi costume.




 




ARTICLE III  OFFICERS




 




The Detachment Command Staff will consist of a Detachment Commanding Officer (DCO) and a Detachment Executive Officer (DXO). Detachment Membership Officers may also be created by the RLSC Command Staff as needed to provide administrative support. Members of the Legion Administrative Council may not serve as DCO or DXO.




Each Base within the Rebel Legion containing a Pilot Squadron must have a Squadron Command Unit consisting of a Squadron Commander (SC) and a Squadron Executive Officer (SXO). Any member of the Legion with an approved pilot costume may serve as SC or SXO as long as they are a member of the Squadron’s Base. This Unit maintains a current list of members and their call signs, the Squadron's official name, and the Squadron's logo for that specific Base.




All Detachment Officers can be used as a resource at the Base level for new Pilot costumers in the obtaining and construction of Pilot costumes, and can be consulted by Base Membership Officers for costume approvals.




RLSC Command Staff, Detachment Membership Officers, and Squadron Command Units will not receive any special powers or duties. They will not be given access to the RL Command forums, or form Rebel Legion policy. The RLSC Command Staff will be granted “Moderator†status on the RL Pilot Forums and all sub-forums. The purpose of these offices is as an advisory body to the Rebel Legion Council. Any major changes to the operation of the Detachment and how it interacts with or reflects on the RL (such as changes to this Charter), will be forwarded by the RLSC Command Staff to the Legion Council for ratification before implementation.




 




ARTICLE IV ELECTIONS




 




The Detachment Commanding Officer will be elected on an annual basis to coincide with yearly Rebel Legion elections that take place in September. The RLSC Executive Officer will be appointed by the RLSC Commanding Officer. Detachment Membership Officers will be chosen by the Command Staff of the RLSC as needed. If Detachment Membership Officers and Squadron Leaders are no longer able to fulfill their duties or have been absent for an extended period of time, their replacements will be chosen by the Command Staff of the RLSC in a timely manner. Base Squadron Commanders are elected into office by their Base Squadron on an annual basis to coincide with yearly elections and must be ratified by the Base Commander. Squadron Executive Officers are appointed by their Squadron Commander and with approval of the Base CO. Should any issues arise with the abilities of the Squadron Commander to fulfill their duty they can be removed from their office by their Base Commander, with the consensus of the Squadron, and with consultation of the RLSC Executive Staff. In this matter, Squadron command defaults to the RLSC Executive Staff until a suitable replacement candidate is found. Any removals of any Detachment officers must be reported to the Captain of the Guard and Legion Council.




 




ARTICLE V  ORGANIZATION




 




ARTICLE VI SQUADRONS




 




The RLSC is responsible for the formation and administration of Official Squadrons within all Rebel Legion bases. Squadron requirements and regulations under the Detachment are as follows:




 




REGULATION 1 Formation




A Base needs at least 3 formal costumed members who agree on the Squadron name to formally request Squadron status. An application for this purpose can be found in the Charter under “Amendment A†as well as can be requested from RLSC Command Staff.




 




REGULATION 2 Base Squadron




 




Bases shall be limited to one Official Squadron and Squadron Unit Designation per Base for Pilot costumes regardless of make or model of starfighter. This includes the combination of Prequel and Original Trilogy Pilots.•




 




REGULATION 2B Wings & Flights




 




Squadrons can be split within the Base, by the approval of both the Squadron Command Unit and the Base Commander, into smaller sections based on geographical location. These groupings will remain part of the Base Squadron and shall be designated as either Wings or Flights. These groupings will not be considered as officially separate Squadrons. Should a formation of Wings or Flights contribute to the decline of a Squadron’s performance or harmony, the grouping will be dissolved by the RLSC Command Staff and re-absorbed into the Base Squadron.




 




REGULATION 2C  Wing/Flight Administration




 




Wings and Flights may have Group Leaders (GL) assigned at the discretion of the Squadron Command Unit. Wing and Flight names are to be selected by the Squadron with emphasis being given to those Pilots who would be assigned to it. Wing and Flight names must conform to the same standards and regulations as Squadron names (ARTICLE VI/REGULATIONS 4A & 4B).




 




REGULATION 3 Command Units




 




Each Squadron must have a Squadron Command Unit consisting of a Squadron Commander (SC) and a Squadron Executive Officer (SXO). The Squadron Commander need not be a Base Commander in order to hold this position. However, the SC must have the approval of the Base Command Staff in order to hold the position. The Base Squadron will function as a part of the Base in conjunction with RLSC.




 




REGULATION 4A Unit Designation & Crest




 




Each Squadron must have a unique Unit Designation (Squadron name) in order to apply for Squadron formation. Base Squadron names and logos should fit within provable Star Wars nomenclature and graphical elements. The names of the following Squadron Unit Designations (SUD) are restricted by virtue of use in the Official Star Wars Universe (i.e. movies, published materials, etc.) or previous use by the Rebel Legion: Wraith, Rogue, any squadron name in official SW media, and every name currently in use by existing Base Squadrons and/or Wing/Flights. A SUD will reflect on its members and as such should be chosen only by the pilots that make up the Squadron. Voting for a Unit Designation will be limited to those Base members who own a Pilot costume.




Squadron logos or crests are not required for Squadron formation. However it is recommended that a Squadron crest be created at the Squadron’s earliest convenience.




 




REGULATION 4B Nomenclature & Sources




 




Use of items, names and symbols by the Squadron from within the Star Wars universe are allowed and encouraged. Use of items and symbols found in the real world, but not mentioned in the Star Wars universe can also be considered for Unit Designations and crests, as long as the use of this material does not violate any other trademark or copyright (i.e. Nike Swoosh, etc.) or ARTICLE VI/REGULATION 4A of the RLSC Charter.




 




REGULATION 4C Copywrited Material




 




Use of images from other copywrited material (other than LFL material) is prohibited. The latitude given to the Rebel Legion by LFL is not universally shared by all entities. However, if a copywrited image has been altered enough so that it's not immediately identifiable as belonging to another company, entity or genre, then it may be considered.




 




REGULATION 4D Squadron Membership




 




Being a Pilot in the RLSC does not guarantee a berth in a Base Squadron. A Pilot must apply to their Squadron Command Unit for acceptance into a Base Squadron. Assignments of Pilot call signs are handled by the Squadron Command Unit in the manner they see fit. (i.e. in numerical order of joining, letting Pilots choose their own, etc.)




 




REGULATION 4E Squadron Ratification




 




Final approval of the SUD and crest as well as their completed formation is made by the RLSC Command Staff pending review of materials and application under ARTICLE VI/REGULATIONS 4A, 4B, and 4C.




 




REGULATION 5A  Honorary Squadrons & Fighter Sub-groups




 




There exists the possibility to create Legion-wide Squadrons. These Honorary Squadrons or Fighter Groups have no Base allegiance but report directly to the RLSC. (See ARTICLE V.) These are considered sub-groups that will have limited scope and will not interfere with the RLSC, the Base Command or the formation of Base Squadrons.




Honorary Squadrons and Fighter Groups allow for individuals who share the interest of a particular type of costume or fighter type to join together into a unit (i.e. the all female Rouge Squadron) or as a Unit for Pilots with no Base Squadron.




 




REGULATION 5B Sub-group Formation & Ratification




 




RLSC members may apply to the RLSC Command Staff for the creation of an Honorary Squadron or Fighter Group. Proposals must be made in writing via AMENDMENT B (Application to form a RLSC Sub-group) and include a Unit Designation, proposed leader (if any) and a description of its reason for existing. Only one Honorary Squadron or Fighter Group will be created for each particular pilot/fighter type.




Fighter Groups are currently defined as:




A-Wings : Interceptor Group




 B-Wings : Heavy Strike Group




 X-Wings : Attack Group




 Y-Wings : Bomber Group




 N-1 Starfighters : Escort Group




ARC-170 Starfighters : Recon Group




 Republic Gunships : Assault Group




The Sub-groups may use the designations “Squadronâ€, “Wing†or “Flight†upon approval of the RLSC Command Staff. An example of an appropriate designation for a Y-Wing Fighter Group would be: Wishbone Flight, 627th Bomber Group.




 




REGULATION 5C  Sub-group Administration




 




Any proposed Honorary Squadron or Fighter Group would be tentatively headed up by a Group Leader (GL) ratified by the RLSC Command Staff. Sub-groups will not have Executive Officers. The leadership office of the Sub-group Group Leader is considered to be on “at-will†status and any term of service is determined by the RLSC Command Staff.




Group Leaders are expected to serve in an advisory position to the RLSC regarding their particular Sub-group. Group Leaders shall not be granted any additional special rights or privileges.

ARTICLE I MISSION




 




La mission et le but de ce détachement est comme suit : 




1/ De promouvoir les costumes de pilotes et leurs standards au sein de la Rebel Legion ; 




2/ Maintenir et conseiller le Legion Administrative Council (LAC) sur les standards des costumes existants ou futurs,incluant mais non limité, l'adhésion, les catégories, et la révision de la Charte du RLSC ; 




3/ De fournir au LAC des personnes qualifiées pour l'approbation de tout futur costume de pilote, et de fournir un pool de candidats disponibles pour des événements spécifiques requérant des pilotes ;




4/ De promouvoir la création et la pérennisation des escadrons existants ; 




5/ De fournir un réseau de propagation de l'information et des ressources se rapportant aux costumes de pilote 




 




Tous les membres du RLSC sont attendus en tant que ressource disponible afin d'assister les nouveaux costumés pilotes travers la complétude de leur costume, et d'informer le RLSC de tout changement 




nécessaire aux standards de tous les costumes rattachés ce Détachement. 




 




ARTICLE II ADHESION 




 




Le Détachement est composé de tous les membres de la Rebel Legion possédant un costume de pilote approuvé, provenant de la trilogie originale,du préquel ou de l'Univers Etendu 




Exemples de ces costumes mais non limité : tenue du pilote, tenue de cérémonie, et autre costume alternatif/au repos reconnu par la Legion. Les standards pour ces costumes sont disponibles dans la section des standards des costumes du site internet de la Rebel Legion. Les costumesnon inclus dans le RLSC sont ceux faisant partie d'une autre catégorie de costume reconnue par la RL. Exemples : Han Solo en tant que pilote de Faucon Millenium avec l'ajout d'un casque au costume de contrebandier de Han, ou les pilotes Jedi avec l'ajout d'un casque au costume de Jedi. 




 




ARTICLE III OFFICIERS 




 




Le staff de commandement du Détachement est constitué d'un Detachment Commanding Officer (DCO) et d'un Detachmen Executive Officer(DXO). Un Detachment Membership Officer peut également être créé par le staff du RLSC si besoin, dans le but de fournir un support administratif. Les membres du LAC ne peuvent pas être DCO ou DXO. 




Chaque Base de la Rebel Legion contenant un escadron de pilotes doit avoir une unité de commandement constitué d'un Squadron Commander (SC) et d'un Squadron Executive Officer (SXO). 




Tout membre de le Rebel Legion possédant un costume de pilote approuvé peut servir en tant que SC ou SXO aussi longtemps qu'il est membres de la Base de l'escadron. Cette unité maintient une liste jour de ses membres et de leur numéro d'appel,du nom officiel de l'escadron et du logo de l'escadron pour cette Base. Tout officiel de Détachement peut être utilisé en tant que ressource au niveau de la Base pour l'aide aux 




nouveaux pilotes dans l'obtention et la construction d un costume de pilote, et peut être consulté par les Base Membership Officer si besoin pour l'approbation.




Le staff de commandement du RLSC, les Detachment Members Officers,et le commandement des Unités des escadrons ne reçoivent pas de pouvoir spécial ou de devoirs. Ils n'auront pas accès au forum de commandement de la Rebel Legion, ou celui de la politique de la RL. Le staff de commandement du RLSC sera promu modérateur sur le forum des pilotes RL et toutes les sous sections. Le but de ces 




officiers est de constituer un corps consultatif auprès du LAC. Tout changement majeur au fonctionnement du Détachement et la façon dont cela interagit ou se répercute sur la RL (comme les 




changements de la Charte),doit être envoyé par le commandement du RLSC au LAC pour ratification avant application. 




 




ARTICLE IV ELECTIONS




 




Le Detachment Commanding Officer est élu sur la base annuelle pour coïncider avec les élections annuelles de la Rebel Legion qui prennent place en Septembre. Le RLSC XO est nommé par le RLSC CO. 




Le Detachment Membership Officer est choisi par le staff de commandement du RLSC si besoin. Si le Detachement Membership Officer ou les Squadron Leaders ne sont plus aptes à remplir leurs fonctions 




ou ont été absents pour une longue durée, leur remplacement sera opéré par le staff de commandement du RLSC de façon opportune. 




Les Bases SquadronCommanders sont élus par les membres de l'escadron sur la base annuelle afin de coïncider avec les élections annuelles et doit être ratifié par le BCO. Les Squadron Executive Officer sont nommés par le SC avec l'approbation du BCO S'il y a quelque issue avec les capacités du SC remplir son devoir, il peut être relevé de ses fonctions par le 




BCO avec l'approbation de l'escadron et avec la consultation du RLSC Executive Staff. 




Dans ce cas, le commandement de l'escadron revient au staff RLSC Executive jusqu'à ce qu'un remplaçant soit trouvé. 




Toute modification de tout officier d'un Détachement doit être signalée au COG et au LC. 




 




ARTICLE V ORGANISATION




 




 ARTICLE VI ESCADRONS 




 




Le RLSC est responsable de la formation et de l'administration des escadrons officiels au sein des Bases de la Rebel Legion. Les règlements et exigences sont comme suit : 




 




REGLEMENT 1 Formation d'un Escadron 




 




Une Base a besoin d'au moins 3 membres costumés de type Formels, d'accords sur un nom d'escadron  afin de demander le statut d'escadron. Une demande pour cela peut trouvée dans la Charte sous la 




section «Amendement» ainsi qu'en faisant la demande auprès du staff de commandement du RLSC. 




 




REGLEMENT 2A – Escadron d’un Base  




 




Les Bases doivent être limitées à un escadron officiel et nom d’Unité par Base pour les costumes de 




pilotes, sans tenir compte du type ou du modèle de vaisseau en relation. Cela inclut la combinaison des 




pilotes du Préquel et de la Trilogie originale. 




 




REGLEMENT 2B – Sousâ€groupes (Wings & Flights) 




 




Les escadrons peuvent être divisés au sein de la Base, avec l’accord du SC et du BCO, en de plus petites 




sections suivant la situation géographique. Ces groupements restent partie intégrantes de l’escadron de 




la Base, et doivent être désignée comme des sousâ€groupes. Ces groupements ne seront pas considérés 




comme des escadrons séparatistes. Si la formation de sousâ€groupes contribue au déclin de la 




performance de l’escadron ou de son harmonie, le sousâ€groupe sera dissout par le staff du RLSC et 




réintégré à l’escadron de la Base.  




 




REGLEMENT 2C –Administration des sousâ€groupes (Wing/Flight Administration)  




 




Les sousâ€groupes peuvent avoir un Group Leader (GL) nommé, à la discrétion du SC. Le nom du sousâ€




groupe doit être choisi par l’escadron avec un poids plus important donné aux futurs pilotes du sousâ€




groupe. Le nom des sousâ€groupes doivent être conformes aux même standards et règlements que ceux 




des escadrons (ARTICLE VI : REGLEMENT 4A et REGLEMENT 4B). 




 




REGLEMENT 3 – Unité de commandement  




 




Chaque escadron doit avoir une équipe de commandement constituée du Squadron Commander (SC) et 




d’un Squadron Executive Officer (SXO). Le SC n’as pas besoin d’être un BC afin d’avoir ce rôle. 




Cependant, le SC doit avoir l’approbation du staff de commandement de la Base avec de tenir cette 




position. L’escadron de la Base fonctionne en tant que partie de la base en accord avec le RLSC. 




 




REGLEMENT 4A – Nommage de l’Unité et slogan 




 




Chaque escadron doit avoir une désignation unique (nom) dans le but de postuler à la formation d’un 




escadron. Le nom de l’escadron et son logo doivent correspondre aux éléments graphiques et à la 




nomenclature de Star Wars. Les noms suivants des escadrons sont restreints en vertu de leurs utilisation 




dans l’Univers Star Wars (i.e films, matériel publié, etc.) ou utilisé précédemment par la Rebel Legion : 




Wraith, Rogue, tout escadron nommé dans un média officiel Star Wars, et tout nom actuellement utilisé 




par une Base/escadron/sousâ€groupe existant. Un nom d’escadron doit refléter les membres et ainsi doit 




être choisit seulement par les membres ayant monté l’escadron. Le vote pour le nom de l’escadron sera 




limité aux membres de la Base possédant un costume de pilote. 




Les logos ou slogans ne sont pas requis pour la formation d’un escadron. Cependant, il est recommandé 




que l’escadron ai un slogan le plus tôt possible.




 




REGLEMENT 4B – Nomenclature & Sources  




 




L’usage d’objets, de noms et de symboles par l’escadron parmi l’Univers Star Wars et autorisé et 




encouragé. L’usage d’objets et de symboles trouvés dans le monde réel, mais non mentionnés dans 




l’Univers Star Wars peuvent également être considérés pour le nom d’une Unité ou d’un slogan, à 




condition que ce matériel ne viole pas une autre marque ou copyright (i.e. Nike ‘Swoosh », etc.) ou 




l’article ARTICLE VI/ REGLEMENT 4A de la Charte du RLSC. 




 




REGLEMENT 4C – Matériel sous Copyright 




 




L’usage d’images provenant d’un autre matériel sous copyright (autre que celui de LFL) est interdit. La 




latitude donnée à la Rebel Legion par LFL n’est pas universellement partagée par toutes les entités. 




Cependant, si une imagé copyrightée a été altérée suffisamment de telle sorte qu’elle ne soit pas 




immédiatement identifiable comme appartenant à une autre entreprise, entité ou genre, cela peutâ€être 




prit en considération. 




REGLEMENT 4D – Adhésion à l’Escadron  




Être un pilote au sein du RLSC de garanti pas une place dans un escadron d’une Base. Un pilote doit 




postuler auprès du commandement de la Base pour acceptation au sein de l’escadron. L’assignation à 




un numéro de pilote est tenue par le SC, de la manière qui lui convient (i.e. ordre d’adhésion, au choix, 




etc.). 




 




REGLEMENT 4E – Ratification de l’Escadron  




 




L’approbation finale du nom de l’escadron et du slogan à la formation est faite par le staff du RLSC sous 




réserve  de la revue du matériel et du respect des règles de l’ARTICLE VI/ REGLEMENTS 4A, 4B, et 4C. 




REGLEMENT 5A – Escadrons honoraires et sousâ€groupes de combat  




Il existe la possibilité de créer des escadrons parmi la Rebel Legion entière. Ces escadrons honoraires ou 




groupes de combat n’ont pas de Base d’allégeance, mais reportent directement au RLSC (voir ARTICLE 




V). Ils sont considérés comme des sousâ€groupes qui ont un champ d’action limité et n’interfèrent pas 




avec le RLSC, les commandements des Bases ou la formation d’escadrons. 




Les escadrons honoraires et groupes de combat permettent à ceux qui partagent l’intérêt d’un certain 




type de costume ou de combattants de se regrouper en une Unité (i.e. The Female Rouge Squadron) ou 




en tant qu’unités pour pilotes sans escadron dans leur Base. 




 




REGLEMENT 5B – Formation et ratification des sousâ€groupes  




 




Les membres du RLSC peuvent postuler auprès du staff du RLSC pour la création d’un escadron 




honoraire ou groupe de combat. Les propositions doivent être faites via l’Amendement B (Formulaire de 




former un sousâ€groupe du RLSC) et inclure un nom d’Unité, une proposition de leader (s’il y a), une 




description de sa raison d’exister. Un seul escadron honoraire ou groupe de combat sera créé pour 




chaque type de pilote/type de combattants.  




Les groupes de combat sont actuellement définis comme : 




Aâ€Wings : Interceptor Group  




Bâ€Wings : Heavy Strike Group  




Xâ€Wings : Attack Group  




Yâ€Wings : Bomber Group  




Nâ€1 Starfighters : Escort Group  




ARCâ€170 Starfighters : Recon Group  




Republic Gunships : Assault Group 




Les sousâ€groupes peuvent utiliser la désignation “Squadronâ€, “Wingâ€Â ou “Flightâ€Â sur approbation du staff 




du RLSC. Un exemple de nom approprié pour la désignation d’un groupe de combattants de Yâ€Wing 




pourrait être : Wishbone Flight, 627th Bomber Group. 




 




REGLEMENT 5C – Administration des sousâ€groupes 




 




Toute proposition d’escadron honoraire ou de groupe de combat pourra être dirigée par un GL, ratifié 




par le RLSC. Les sousâ€groupes n’ont pas de XO. La tenue du bureau par le Leader du sousâ€groupe est 




considérée comme étant au statut « à volonté » et toute fin de service est déterminé par le staff du 




RLSC. 




Les GL sont attendus de servir dans une position de conseiller auprès du RLSC au regard de leur sousâ€




groupe particulier. Les GL ne seront pas gratifiés d’un rôle spécial ou de privilèges.

Costumes spécifique du Détachement : Pilotes 




Raisons de la création du Détachement : La mission et le but de ce détachement est comme suit : 




1/ De promouvoir les costumes de pilotes et leurs standards au sein de la Rebel Legion ; 




2/ Maintenir et conseiller le Legion Administrative Council (LAC) sur les standards des costumes 




existants ou futurs, incluant mais non limité à, l’adhésion, les catégories, et la révision de la Charte du 




RLSC ; 




3/ De fournir au LAC des personnes qualifiées pour l’approbation de tout futur costume de pilote, et de 




fournir un pool de candidats disponibles pour des événements spécifiques requérant des pilotes ; 




4/ De promouvoir la création et la pérennisation des escadrons existants ; 




5/ De fournir un réseau de propagation de l’information et des ressources se rapportant aux costumes 




de pilote
